Brian was born in 1970 in Vicenza, Italy to American citizen parents as his father had served there in the US army.  Brian grew up in Philadelphia, graduating from Friends’ Central School.  Brian's parents still live in Philadelphia, where his father is retired and his mother is a public school teacher. 

In 1992, he graduated from Oberlin College with majors in History and East Asian Studies.  In 1995, he graduated from American University’s Washington College of Law. He is a member of the Maryland bar and practices federal agency law and federal litigation.  Brian belongs to The Federalist Society and is on the Advisory Council of the National Republican Lawyers Association.  He is active in the Montgomery County Republican Party.    

Brian was a 2006 Republican nominee for delegate to the Maryland Legislature in District 15.  After an aggressive campaign fighting for core Republican values, he received the most votes in the general election of any of the twenty-one non-incumbent Republicans who ran for delegate in Montgomery County.

He is the father of two daughters, Venice, aged five, and Siena, aged one-and-a-half, of whom he is inordinately proud.  He sometimes thinks his job description should be chauffeur instead of lawyer due to all the activities he takes his daughters to nearly every day!  Brian lives in Potomac and worships at
Saint Francis Episcopal Church , where he enjoys teaching Sunday School and layreading.
